Playing Rules and Regulations

All players participating in city leagues are under the supervision of A.S.A.I. and the Parks and Recreation Department and must be eligible under the rules as set forth by United States Specialty Sports Association (USSSA). The A.S.A.I. reserves the right to make decisions, which they determine, is in the best interest of the association.
- 1. Important: Initial rosters will be due prior to the first game. Roster must be filled out completely with players:
- a. First and last name
b. Address
c. Phone number
d. Valid driver’s license number or social security number
e. Date of birth
f. Team Manager Signature and date - Example:
- Beat Team B: 14 - 7 (+7)
Lost to Team C: 12 - 9 (-3)
For a total difference of +4 - Beat Team C: 17 - 9 (+8)
Lost to Team A: 14 - 7 (-7)
For a total difference of +1 - Beat Team A: 12 - 9 (+3)
Lost to Team B: 17 - 9 (-8)
For a total difference of -5
Rosters are limited to a maximum of 20 players and will be kept on file at the Adult Softball Complex.
2. Final Roster is due on the night of league play of the third week of the season (prior to the start of the game). The Final Roster for the Summer League is due on the night of league play of the first week of the season (prior to the start of the game). The only exception is for a player who is released from Armed Service or as a replacement for a player entering the Armed Services. These releases or additions must be verified through the A.S.A.I. Board.
3. If the Commissioner, Director or League Representative does not receive a ‘Final’ roster, the initial roster shall become the Final roster. It is the responsibility of the team manager to see that an official roster is turned in at the appropriate time.
4. A valid league roster is only the ‘Official Roster’ form that has been approved by the A.S.A.I. It consists of a front side, which includes a 20-player roster form, Team Manager section, and hold harmless agreement
and team manager signature section. It consists of a backside, which includes a waiver and release of liability, parent or guardians signature and team manager guarantee. A photocopy or Fax will not be accepted. A valid roster form unsigned by the team manager is also considered invalid and will not be accepted. Players 16 or 17 years of age must have accompanying parent or guardian signature.
5. A person may play with ONE and only one Men's, Women's, Coed or Church team in the same night. If a player's name appears on more than one roster, the player will belong to the team that USSSA freezes them too.
6. Illegal players as defined by USSSA and A.S.A.I. rules will be subject to disciplinary action as defined in said rules. The player will be suspended and/or reinstated by A.S.A.I. board review. Eligibility for reinstatement of a suspended player will be determined by board review and will be final.
7. Pick Up Players. A team may pick up only two players to make up a team of nine players to avoid a forfeit or two to make ten with the approval of the opposing coach before the game starts. No coaches, players or managers should be sitting in the dugout during defense. Officers and Directors of the ASAI have the right to enforce the league rules as written.
It is the responsibility of the coach or manager to provide correct and accurate telephone numbers of persons who can be contacted in the event of schedule change, rainouts, and make-up games. It is also the responsibility of the coach or manager to review the complex bulletin board of news or events and to call the appropriate commissioner, director or the A.S.A.I. office number to obtain information regarding schedule changes, rainouts, make-up games and playoffs.
The A.S.A.I. Board will not be responsible for games missed.
FOR LEAGUE PLAY: Each player must have proper identification immediately available at each game. At any time during the course of the game, if a player's identity or age is questioned, the player must produce a driver's license or Department of Public Safety I.D. card. Failure to produce proper identification will result in player disqualification and the Team Manager will be ejected from the next game.
FOR TOURNAMENT PLAY ONLY: Each player must have proper identification immediately available. If identification is not produced at time in question the player will be disqualified and the Team Manager will be ejected from the next game. Eligibility must be questioned prior to the start of the game or at the time a player is inserted into the game. If a player is ejected for a flagrant foul, he/she is disqualified for the remainder of the tournament. If a team forfeits a game during the tournament, it will be up to the tournament Directors to decide if the team is allowed to continue play in the loser's bracket.
Eligibility for membership on a church team shall be determined and enforced by the sponsoring church. Each member of the team roster must be certified by the Pastor of the church and meet all church sport requirements.
The A.S.A.I. Board of Directors will determine the League Schedule and reserves the right to determine a team’s classification of play.
The entire team is responsible for each player’s actions. Any participant ejected from a game will be suspended for the remainder of that game and up to the next two (2) games subject to the umpires discretion. Umpire must submit an ejection slip for the player to be suspended for the next one (1) or two (2) additional games. The player is also ineligible to participate in any other A.S.A.I. league play until such time as he/she has completed the designated suspension. Any participant with two (2) ejection slips during any season from a combination of any A.S.A.I. leagues will be suspended for the balance of the season and tournaments . Any team caught using a participant who falls in this category may be dropped from the league or tournament with no refund. Physical and/or verbal abuse of any kind will not be tolerated and the participant(s) will be suspended for an indefinite period of time to be determined by the A.S.A.I. Board and reviewed with the I.P.A.R. Director or his representative, and the team may be suspended for the remainder of the season. Any player climbing the complex fence to enter or exit the complex shall be subject to a one (1) game suspension. All suspensions are to be served away from the playing site. Failure to do so may result in forfeiture of the game of the team that the suspended player belongs to.
A player, coach or spectator removed from a game for unsportsmanlike conduct shall have sixty (60) seconds to leave the playing site. Penalty for non-compliance shall be forfeiture of game.
Entry Fees must be paid before a team is allowed to participate in any adult league, unless arrangements have been made with a Board Member. A team may reserve a spot with a $50.00 deposit with the balance due before the start of their third league game or it will be a forfeit. Entrance fees include officials, registration fees, possible tie-breakers, trophies, awards, etc. NO refunds will be made after registration.
There shall be a ten (10) minute grace period from the scheduled start time of a 6:30 p.m. game scheduled Monday through Friday before a forfeit shall be declared. All other games will adhere to a ‘game time is forfeit time’ rule. The team which uses the 10-minute grace period will be declared the visiting team and lose their first bat. If a team gets two (2) forfeits in an eight (8) game schedule, due to a lack of players at start of a regular scheduled game, the team may be dropped from the league with no refund. Make-ups scheduled on a day other than original scheduled day will not apply. Any team that forfeits out of league play shall lose all rights to a refund or any items associated with league. For a team to be dropped from the league, Board review is required.
A written line-up must be turned in to the Umpire at the start of scheduled game time. Failure to have the line-up completed by game time and turned in to the Umpire may result in the team being declared the visiting team and losing their first at bat. The line-up will be the batting order and must include the player’s first and last name and the uniform numbers of the starting players and substitutes. Failure to have the line-up when the umpire calls "Play Ball" may result in a forfeiture of game. An official line-up card must be used and will be supplied by the ASAI Director on duty. All line-up changes shall be made to the home plate umpire.
The Umpires have the authority to remove a player, coach, or spectator from a game and/or forfeit the game for unsportsmanlike conduct. Unsportsmanlike conduct shall include, but not be limited to fighting, profanity, threats (of any kind) toward the umpires, scorekeeper, players or fans, (before, during, or after the game); any alcoholic condition detected by the umpire before or during the game, or any flagrant foul as determined by the umpire. A crash play or intentionally trying to hurt a player with a bat or ball may be considered a flagrant foul and may result in ejection by the umpires. A player, coach or spectator removed from a game for unsportsmanlike conduct shall have sixty (60) seconds to leave the playing site. Penalty for non-compliance shall be forfeiture of game.
Each team must have a designated team representative that will be either a coach, assistant coach or manager that will be responsible for the line-ups, coin flip, team and spectator conduct. The team representative will be responsible for team actions and will be the person allowed to conference with umpires. The team representative must keep the bench clear of non-playing persons. Only eligible players, managers and coaches will be allowed in the dugout; all others do so at their own risk.
1. On each player's shirt, a permanently applied uniform number, minimum six (6) inches, must appear on at least the back. Permanently applied number means that everyone must have a number affixed to his or her shirt. No pencil or marks-o-lot write-ins or taping or any temporary affixed number after the first week of play only is allowed. Each player must have a unique one or two digit assigned number, which may not be transferred to another player. A numbered jersey is required for all games.
Ex: 05 and 5 are the same number; 00 is a legal number, but 00 and 0 are the same number; 747 is not a legal number (3 digits)
2. Players can wear shorts, long pants, baseball pants, or cut-offs, as long as they are hemmed and are a discreet length and not cut up the sides.
3. If a hat or visor is worn, it must be worn properly. No bandannas are allowed.
4. Players must have appropriate athletic footwear (softball shoes, tennis shoes, etc.) Players are not to play barefoot or with socks, sandals or boots. Not steel cleats allowed.
5. No tank tops, halter-tops, or midriff shirts allowed.
Use of any illegal bat will result in the batter being declared out, it will be a dead ball and all runners returned to their original base. Second and subsequent offenses will result in player and manager disqualification.
Each team must provide a playable ball approved by A.S.A.I. Extra balls must be ready in case of home runs, foul balls, etc!! Ball’s will be sold in concession stand.
A.S.A.I. and it’s Umpires reserves the right to confiscate any bat for testing purposes that is believed to be altered, shaved, rolled, etc. or that causes serious injury to a player hit by a ball in which said bat was used and that medical assistance is needed and called (911). Refusal to turn over said bat will result in suspension for LIFE.
Games will be played with a 55-minute time limit and a 20-run rule after two (2) innings, a 15-run rule after three (3) innings, a 12-run rule after four (4) innings or a 10-run rule after five (5) innings, whichever occurs first. No inning will begin after 55-minutes. Ties will be played to conclusion. If time limit expires or game goes into extra innings, game will revert to a three (3) ball and two (2) strike count, one pitch per batter, conclusion. Four (4) complete innings (3 ½ if home team ahead) will constitute a complete game.
No practice will be allowed on a field lined for game.
Any player “digging” in the batters box will be declared out.
Any player running up the back stop fence after crossing home plate will be declared out.
Exposed jewelry such as wristwatches, bracelets, hoop earrings, or any other item judged dangerous by the umpire, may not be worn during the game. Medical alert bracelets or necklaces are not considered exposed jewelry, but if worn, they must be taped to the body or hidden under the player’s shirt. Flat wedding bands are acceptable, provided there are no stones attached.
1. A team may play with 9 players if shorthanded, 5 males and 4 females or 4 males and 5 females. If playing shorthanded, the tenth batting spot is an automatic out. A team may play with 10 players, 5 males and 5 females. If a team chooses to use the extra player option, they must use both 1 male and 1 female. A team may not play with 11 players.
2. Offensive teams must alternate the batting line-up according to gender. If a player leaves the game for any reason, their substitute must be of the same gender.
3. The Home Run rule will follow the Men’s league designations. Men’s ‘D\E’ will apply to Co-ed ‘C\D’ and Men’s ‘E’ will apply to Co-ed ‘E’.
4. If a male batter is walked, the male batter will be awarded second base and the female will have the option to bat or to walk.
If any team withdraws from the league, the games played stand as played and all other games shall be scored as forfeits, unless rescheduled by the A.S.A.I. Board of Directors. No refunds will be made for a team withdrawing from the league.
Postponement due to weather: Call 214-220-9544 AFTER 3:00 p.m. to get a field condition report.
All league games will be played on weeknights, depending on the number of teams to register for the league. Teams and players are expected to be ready to play from night to night for make-ups or rainout games. This includes weekends. If there are any questions pertaining to the league schedule, rainout schedule or tournament schedule, it is the responsibility of the team manager to contact their league director or a league representative.
Games cannot be postponed except through the A.S.A.I. Board. If possible, all postponed games will be rescheduled by the A.S.A.I. Board.
Top team in each league and any team that buys in and any teams designated by the A.S.A.I. Board of Directors will compete in tournaments for USSSA points.

If teams are tied at the end of league play, their position in the standings will be determined in the following manner and places will be awarded to teams as determined by the A.S.A.I. Board:

2. If two (2) or more teams are still tied, the tie will be broken by runs scored differential:
Team A:
Team B:
Team C:
Team “A” has a +4 run differential and wins the tie-breaker.
3. If still tied, the winner will be decided by the least runs allowed against the teams involved.
4. If still tied, the winner will be decided by the most runs scored against the teams involved.
5. If still tied, the winner will be decided by the least amount of runs given up against all league opponents.
6. If still tied, the winner will be the team scoring the most runs against all league opponents.
7. If still tied, the League Director or Board Representative will flip a coin to decide the winner.
